With TerylFan posting a picture of Doc Fraiser's ribbon rack, I decided to look and see just what ribbons they gave her. I then put them into a ribbon builder site, and not too surprisingly, they had them in the correct order. From top to bottom, left to right, here are the awards she received. An oak leaf denotes multiple awards of the same ribbon.
Air Force Commendation Medal (3 Oak Leaves)
*Air Force Achievement Medal *Gallant Unit Citation (2 oak leaves) * Combat Readiness Medal
*National Defense Service Medal *Southwest Asia Service Medal (3 bronze Stars) *Air Force Overseas Ribbon - Long Tour
*Air Force Longevity Service Award (2 bronze oak leaves) *Air Force Training Ribbon *Kuwait Liberation Medal (Kingdom of Saudi Arabia)

Notes:
From the longevity ribbon, it appears she served at least 12 years in the Air Force. The Bronze Stars on the Asia ribbon denote her serving in all 3 major campaigns in Desert Storm/ Desert Shield.
From what I can tell about the Combat Ribbon, she doesn't have to have fought directly but according to the regulations. You have to be " certified as combat- or mission-ready and complete of 24 months of sustained combat- or mission-readiness with no more than 120 calendar days of breaks from that duty."
She would also qualify for a purple heart due to the injuries that lead to her death. Being a doctor on Stargate was dangerous work.
If people like, I can try and find good photos of other characters' ribbon racks and analyze their awards and decorations. See if there's a pattern.
